最新出境簽證政策匯總(北京領區)

美國國務院當地時間4月26日發布最新通知：美國國務院通過一項國家利益決議，決議有關疫情期間，來自中國、伊朗、巴西、南非、申根地區、英國及愛爾蘭的特定旅行者（學生、記者、學術類訪問項目）將符合美國國家利益豁免資格，可免于總統禁令的入境限制。上述簽證的人員，可持有效簽證及相關入境批件于2021年08月01日起入境美國。

自8月1日起，持有F/M簽證的學生將不再受“赴美禁令”影響，可直接從中國飛往美國。

On April 26, 2021, The US State Department made a national interest determination regarding categories of travelers to be excepted from Presidential Proclamations related to the spread of COVID-19.  As a result of this determination, together with national interest determinations already in place, travelers subject to these proclamations, due to their presence in China, Iran, Brazil, South Africa, the Schengen area, the United Kingdom, and Ireland, who are seeking to provide vital support for critical infrastructure; journalists; and students and certain academics covered by exchange visitor programs, among others, may now qualify for a National Interest Exception (NIE).

Students and academics subject to these proclamations due to their presence in China, Iran, Brazil, or South Africa may qualify for an NIE only if their academic program begins August 1, 2021 or later.

1、簽證辦理：Visa application

目前國內美國各使館F/M類型簽證陸續開始恢復受理。也可繼續前往美駐新加坡大使館申請F/M類型簽證。目前，美國國務院已經正面表態：“中國學生向（第三國）簽證官證明其在中國境外已經居留滿14天，且符合簽證要求之后，中國之外的美國使領館會向這些學生發放F1學生簽證?！?/p>

B、J、H、O、L等簽證類型國內還未恢復辦理。如需申請以上簽證類型，還需前往美國駐新加坡大使館申請上述簽證。

The applications for F/M visas are resumed at most of the US embassies/consulates in China and Singapore. The US State Department has now stated that "the U.S. embassies/consulates outside of China will issue the F1 study visas to the Chinese students who have provided to a (third country) visa officer with the proofs that they have resided outside of China for 14 days and meet the visa requirements."

Visa applications for types of B, J, H, O and L have not yet been accepted in China, while they are accepted in the US embassies/consulates in Singapore.

2、入境政策：Entry polices

受2020年美國國務院頒布的旅行禁令影響，美國大部分地區，14天旅行禁令仍然有效。即持B類、F類簽證，過去14天去過中國大陸的所有非美國籍人士將被禁止進入美國。

此項政策可以理解為：需在中國大陸以外比如新加坡停留14天后才能赴美。

美國入境需要乘客提供3日內新冠陰性報告，航空公司須在登機前確認乘客擁有報告，否則須拒絕其登機。同時CDC建議乘客在入境美國后3-5天內再次檢測新冠，并在家中自我隔離7天。

Subject to the travel ban issued by the US State Department in 2020, the 14-day travel ban remains in effect for most of the US. This means that all non-US nationals with B or F visa and had come to China in the past 14 days before entry will not be allowed to enter the US.

A negative report of COVID-19 within 3 days will be required for entry into the US and airlines will check the passenger’s report before their boarding and refuse those who are without valid reports. The CDC also recommends that passengers to be retested for the COVID-19 within 3-5 days before entry into the US and remain in self-isolation at home for 7 days.

1、簽證辦理：Visa application

2020年6月1日開始，英國所有簽證申請類型恢復辦理。

Since 1 June, 2020, the UK resumed its visa application.

2、入境政策：Entry polices

根據目前入境英格蘭的規定，從中國出發入境英格蘭、且過去10天內未去過英國政府高風險國名單的旅客，需遵守以下規定：

According to the latest rules from Scotland, passengers departed from China and never been to the high risk countries listed on the UK government shall abide by below rules：

訪客登機時需提供3日內的新冠陰性檢測報告；

Take a COVID-19 test up to 3 days for your boarding.

提前預訂抵達后隔離期的新冠測試服務，在抵達后需自行隔離10天，并在入境后隔離期間的第2天和第8天進行新冠檢測；

Must book beforehand for the COVID-19 test services during the quarantine after your arrival, and take self-isolation for 10 days. COVID-19 test must be taken on day 2 and day 8 of your arrival.

入境前48小時完成旅客追蹤表格填寫居家隔離地址、行程及旅行檢測服務包參考號。

Fill in a passenger status tracking form 48 hours before entry. State your home-isolation address, itinerary and the reference number of your travel tests package on the form.

1、簽證辦理：Visa application

2020年10月19日開始，新加坡所有簽證申請類型恢復辦理。但旅游簽證只限面簽美國和赴美留學去新加坡中轉目的。

From 19 October, 2020, Singapore resumed all visa type application, but the travel visa only applies to the transit for the applicants whose destination is the US.

2、入境政策：Entry polices

新加坡政府規定：過去14天內連續在中國大陸停留的出行人，須在過去連續14天內在中國大陸停留，且未經中轉，通過直飛航班抵達新加坡。入境時必須的四個證件：
（1）護照及簽證

（2）航空通行證

（3）電子入境卡，請在出發前3天登錄填寫。

（4）前往新加坡前72小時內的核酸檢測陰性報告

（5）包含新冠治療的境外醫療保險，使館推薦保險機構

抵達新加坡后，須在機場接受核酸檢測。

核酸檢測結果通常會在12小時內出具，最長不超過48小時。在接受核酸檢測后，須搭乘私人交通、出租車或網約車從機場前往已申報的住所。在確認核酸檢測結果呈陰性之前，須在住所進行隔離，相關部門也會前往檢查以確保訪客嚴格遵守隔離規定。在收到核酸檢測結果呈陰性的通知后，出行人便可在新加坡進行自由活動。注：隔離住所須是非住宅，且帶衛生間的獨立房間。

下載“合力追蹤”（TraceTogether）應用程序，在新加坡逗留期間保持全程開啟狀態，并在離開新加坡后連續14天內不要刪除該軟件。如有訪客在離開新加坡后14天內的核酸檢測結果呈陽性，新加坡衛生部將要求他們上傳其應用程序內的相應數據。

The Singapore Government requires that travellers who have been in China for the 14 consecutive days and arrived in Singapore via a direct flight, need to show following four documents when entering Singapore:

(1) Passport and Visa

(2) Air Travel Pass

(3) E-Entry Card, please complete 3 days prior to departure.

(4) Negative nucleic acid test report within 72 hours prior to departure

(5) Overseas medical insurance treatment for COVID-19, should be recommended by the Embassy

Upon arrival in Singapore, you will be required to take COVID-19 test at the airport.

Nucleic acid test results will normally be released within 12 hours or up to 48 hours. After the test, you will be required to travel from the airport to your declared residence by private transport and taxi, including book-online taxi. Until your test result is confirmed as a negative one, you must be quarantined in your residence under strictly observed by the relevant authorities. You will be free to move about Singapore after receiving a negative test report. Note: Quarantine residence must be a non-residential separate room with a bathroom.

Download the Trace Together app and keep it on throughout your stay in Singapore and do not delete it for 14 consecutive days after leaving Singapore. In case any positive test results come out 14 days after leaving Singapore, the positive results shall be required to upload to the Singapore Health Ministry.

土耳其當地時間5月2日，土耳其航空在其官網上公布了最新入境核酸檢測需求，從5月15日起，包括中國在內的多個國家和地區入境土耳其的人員，無需再提供核酸檢測報告。

具體國家/地區為：中國(包括香港特別行政區、臺灣地區)、越南、澳大利亞、新西蘭、新加坡、泰國、韓國、以色列、日本、英國、拉脫維亞、盧森堡、烏克蘭和愛沙尼亞。此前，因疫情防疫需要，從2020年12月28日開始，土耳其衛生部要求所有入境人員應持有72小時內核酸檢測陰性報告。

On 2 May, Turkish local time, Turkish Airlines announced on its official website the latest inbound requirements. From 15 May, it is not required to provide nucleic acid test reports for persons entering Turkey from a number of countries and regions, including China.

The specific countries/regions are: China (including Hong Kong SAR and Taiwan), Vietnam, Australia, New Zealand, Singapore, Thailand, South Korea, Israel, Japan, United Kingdom, Latvia, Luxembourg, Ukraine and Estonia.
